To be honest, if you are a foreigner you will get girls easily anywhere you go. But if you also want to enjoy a normal tourist place, let me suggest a few places:

Puerto Plata – many resorts with lots of entertainment.

Las Terrenas located in Samana – lots of resorts, almost virgin beaches

Sosua- tourist place, beautiful clean beach, lots of entertainment

Punta Cana – known for its’ quality of service, perfect white sand beach

Bavaro-same description as Punta Cana

Well, young guy, I would suggest you to take info about Puerto Plata especially Playa Dorada with more than 10 hotels/resorts. From 3 to 5+ stars hotels, all depending your choice and budget. Each hotel has a disco and the world famous Mangu Disco is also near your hotel. You have others like Roadway and many more. Outside the city is at 15 min by public bus (200.000 souls). Ocean World (swim with dolphins) and about 25 more different excursions for you to discover and who knows the "beautiful girl" of your dreams.

well the best place for me is in the puerto plata or the capital of the dominican republic or baca chica that is the best place to find a nice cute girl trust me .

Get out of the tourist areas and go to the capital, I suggest you to go with your friends to some malls in the central areas, like Acrópolis or Bella Vista. Local youth like to gather in the vicinities of Abraham Lincoln Avenue.
