- Santa Cruz has a very strong local vibe.

- Ft. Point in San Francisco has some localism.  It's a funky left that breaks off of a rock jettie just at the mouth of the Bay.

- Rockaway Beach has some locals from P-town who can get a little carried away.

Windandsea (SD) can get a little nuts. The break is always good, even when it's flat everywhere else, and the dudes that own it have been going there forever.

Santa Cruz. 1st Peak, Sebastien Inlet (probably the only really localized spot on the East Coast).

If you go to surfline and look up a specific break and click on the travel info for it it will give a rating for localism.
