I don't know what you mean by new suburbs exactly?  There are always new areas being created all over the Netherlands for housing

New houses are very popular and demand always exceeds supply (at least up until now) for affordable new house

Maybe someone else can produce a list for what you want, but I don't have that.  The easiest way is to look through funda.nl   This link http://www.funda.nl/WoningAanbod/Nieuwbo... lives you a page (specifically for new builds) where you can narrow down the search depending on what you want - area, prices, how many rooms, type of house etc.
