Visas are issued @ embassies or consulates.  Depending on your nationality, you may or maynot need one.....better check w/the country's embassy for more specifics.

No country in Europe requires a visa.  Your passport is sufficient.  But countries like, say, China require a visa.  You can get one from the local consulate.  If there is no local consulate, you might be able to request one from their web site.

Generally speaking only countries that have unresolved civil and human rights issues require visas.
