I bought wet n wild gold eyeliner at cvs or rite aid for 99 cents, it was 99 at both places.  it works great and it never drips or runs.  It's hard at first but after a couple uses it softens up.  line your bottom lid and smudge it a little, then do the top a few times.  it makes your eyes beautiful.

Buy "Gilded" eyeliner from benefit cosmetics.

It's expensive, but works great :)

sephora, mac, most drugstores. if you want a dramatic look put it all around your eyes. for more of a day look put it at the outer corner of the eye.
