I live in Houston and Hobby Lobby sells it with the calligraphy and Asian art supplies.  You might also find it at Michael's if you don't have a Hobby Lobby nearby.

grab your phone book and call your local arts and craft stores, ask your art teacher where they got theirs, or

try online art supply stores like dickblick.com (i didn't get anything for "washi" paper, but did get a few hits for "rice paper"):
