Ive seen it often at Lowes, Home Depot, Shades of Green, just about any nursery will have rosemary.  

If you are wanting this for culinary purposes and want to make sure that it is organically grown from day one, go to Central Market, they have smaller ones there from a Texas organic certified farm.  Excellent prices on them, too.  Rosemary grows very fast.  Beware that dogs are attracted to them like fire hydrants, so be sure to plant it where no pets will spoil your fragrant herbs. They have many other potted herbs as well.
