As for cost, it will depend.  It costs more if you get one that's already hidden inside something like a teddy bear (like a couple of hundred dollars).  It costs a lot less if you get a barebones camera/lens/power supply, like under $30.

Your cheapest option is to get the bare camera and hide it yourself.
