  1. Assuming you're not willing to plunk down $98k for a Tesla Roadster, your best bet at the moment is a ZAP Xebra.

  2. check out "Zenn electric cars" on the web there all over the states, but they only go 26 mph, but there are some people that can reprogram the controler to get 47 mph

  3. Are you looking to buy new or used?  I've heard of Zenns and Teslas for new electric cars as being kind of expensive but if you're industrious you can build your own.  Kits to convert existing cars are out there and you can do it or have it done for under $20000.
