  1. EPA section 608 violation to handle refrigerants if you are not certified.  Please leave it to the professionals.

  2. Hello Jack:

It's not a union preventing most folks from installing HVAC equipment, it is the skills, knowledge and tools needed that are the largest factor. Call around and ask the companies if they are willing to work with you to do the grunt work, and have the pro install the critical equipment. Most will turn you down because of liability issues, but you may run into a guy who works out of the back of a truck who will do this for you. Be aware, however, that when the equipment fails, you won't have a warranty, and you may not be able to find back of his truck guy. Your least expensive option in the long-run is to go with a reputable installer who will stand behind the equipment and warranty same. Up-front cost may be high, but you can also get financing through some installers.

  3. Electrical license for wiring the unit?

Refrigerant license so you can charge it?

    The knowledge in both fields?

You probably could do much of the installation yourself, the physical work, maybe. Maybe the sheet metal work too.

My best advice would be to work with someone knowledgeable that is willing to help you and tell you what you can do so they can do the rest.

    Good Luck

  4. Appliance parts houses will have them.  If you got the smarts and the tools you can build one.

  5. must be a licensed contractor to buy compressors and freon related items

  6. No problem with the union-

You should be able to but the compressor and evaporator  unit at an a/c supply store- check the yellow pages.

The problem you will run into is that you may not be able to buy the freon. Most states/counties require a license to purchase the freon and install it. Its not like a permit that you can purchase, but more like  a training you must get and pass a standard exam.

Then the housing code in your county may require a licensed service tech to install the unit.
