If you want the best value on good beers go to Trader Joe's, you can also find other beers at ethnic stores.  Keep in mind that the best beers are domestic microbrew, English, German, and Mexican beers.   There are really not too many good beers from other parts of the world.  You might for example run into asian beers that are c**p and some are  labeled as beer but are actually malt liquor not beer.

Probably the best place for selection and quality is Beverages and More.  Another answer suggested World Market.  They have quite a few, but they tend to make some odd choices about what to carry and what not to carry.  World Market also often doesn't store beer properly, so perfectly good beer can taste pretty bad by the time you buy it and take it home.

But try Beverages and More.  I know the one in La Mesa is good.

While I've heard that the one in San Diego is not quite as good as the La Mesa store, I've never been there.  If it is more convenient for you, however, it is worth checking out.

By the way, while good beer is brewed all over the world, you should also look into small "craft" brewers right here in the USA.  Their beer is made by people who care about good beer, and don't filter it through a Clydedale. ;-)  Any of the Beverages and More stores should be able to make some recommendations about beers to try.
