If you drive to the Brantford area, there's a place called Jasper's on Indian Line.  I get cartons for $10.  A carton is 200 cigarettes which means 8 packs or 10 small packs.

Indian Reserves.

They range anywhere from $20-$40/carton ($2 - $4/pack).  I hear they're a lot "safer/healthier" than the cigs you buy at the convenience store.
