I would try the Welcome food market on Bellaire.  While it is principally Chinese, they do have a number of Korean and Japanese specialties as well.  

Also, I have seen all kinds of frozen dumplings in the freezer section at Central Market.

Try your local Japanese restaurant.  If they don't have it they may be able to special order it from a Japanese wholesale grocer.
