locally, acutally they use the same cups for some restauants and many hospitals use them for pills, so look at some restaurant supply places if you don't have party places.

You could try food and craft supply stores (Sam's Club, GFS, Hobby Lobby, JoAnn Fabrics, etc.)... they're sure to have things like this in bulk, which is handy.  Also you may try looking online.
