Where could I buy a batch of phones, games consoles etc in bulk, do you have to be a business to buy from a wholesaler?

Usually yes, you must have a retailers license to buy direct from a wholesaler. However, I found a site with huge database of wholesalers that will sell to you. Here's a free list of wholesalers of electronics.

In most cases you do have to be a business with resellers id in order to purchase wholesale.  There are some cases in which wholesalers will sell directly to the public.  However, if you have the resellers id, you will always find the best bulk prices.  Some other good sites where you can find wholesalers of electronics, game consoles, and other consumer goods are http://www.wholesaleu.com and http://www.wholezilla.com.  They're all free for you to use as the buyer.
