when you arrive you can go to the Virgin store (in Piccadilly Circus) and buy a cheap phone w/ a SIM card that will have a local number...

at least thats what i did (and then i later unlocked the phone and bought other SIM cards to use for other countries)

but the numbers expire if you don't use it within a certain amount of time (like 9 months or a year)....

Yes, you can buy sim cards from Ebay.  Just search for VIP, Platinum or Gold sim and you'll see all the numbers available.  Some of the better numbers can be quite expensive though.

i went on like last year to look for one.

i found loads, i think they were referred to as "golden numbers" or something stupid like that
