Check out craiglist.com.  You could also look at yard sales/ garage sales and the trading post.

All great suggestions, but a cheap bike may not be the best solution. It's kind of like asking, "Where can I get a cheap climbing belt? Answer: you don't want one unless you are a m*******t.
