Where can I buy wool felt swatches?

I am looking for somewhere to buy wool felt (cannot be poly or other man made felt) in small pieces or remnants. I am making hook rugs and am on a budget and cannot afford to go to a yardage store to buy 1/4 yards in 15 different colors!
