In my area they collect them to give to women in domestic violence shelters and also the local animal shelter collects them.  I think the animal shelter probably turns them in somewhere for money.

Many of your local fire departments will take them as well as shelters. Cricket stores were advertising here that they were also accepting dontated old phones.

Bell collects them for fundraisers in Canada,  don't know about elsewhere...sorry!
