I do NOT support this but the basement of large dept stores (Isetan, Takashimaya, Daimaru...) are a food lover's paradise!!  It's an entire floor of food:  artisans selling every type of food imaginable!  I have seen whale meat once yrs back, but didnt try any.  They will offer you samples, have interpreters there to help translate, they will even cook it for you at most stalls....
