  1. At basically any hairsalon.


  2. It's not a common brand and I seriously doubt you can find it in all hair salons.  I go to Toni & Guy which is part of a chain throughout Europe and it certainly is not there.  

    Most professional salons sign a deal with one producer and sell their brands exclusively.  Sebastian is not a well known brand here (at least in NL or the UK at any rate)

    Therefore I think the best bet is to turn to Ebay or on of the other online options
