Where can I find a Non-summer high school volunteer abroad program?

I'm a junior in high school.

Most programs require you to be atleast 18 for safety/insurace and other reasons. There are programs such as AFS that allow you to study abroad in high school but I have never heard of a school year volunteer program.

Try a summer program in the mean time and that will increase your chance of getting into a competitive program when you are older. It will also look good on college and job applications
