Where can I find a a software or hardware box to apply live effects of a streaming video from webcam/camcorder

Question

For e.g you know we all take photos and usie photoshop or something and apply different effects to it and then save it or print it. I want something similar for Streaming video. For e.g if you had a webcam I should be able to hook up this module (a hardware box) or software to it where it can apply the selected effects live while transmitting. So basically it's a software or a hardbox box sitting between the camera and the computer and then the internet. :

Camera --> Live effects application system --> computer --> Internet Live broadcast

I'm just looking for that Live effects system.

I'm not looking for just static video editing softwares. Because most of them are not live. It can work on only saved videos and not live.
