Your main criteria shouldn't be 'cheap'. You first want good, then as cheap as possible. If the hosting keeps going down you may not think it si so cheap.We have used 1&1 for about 4/5 years and never had any downtime. I am sure there are lots of equally good hosting around , but I can recommend these people from personal experience. And, yes we do get a small intro fee if you use them.(I see two other people recommend 1&1)

SBI  (site build it) is fantastic) they provide everything you need hosting, software to build a site, stat reporting, SEO, advice tutorial and support.

Have a look at my site, I built it with no experience at all and used only software provided in the package.  Not the cheapest, about $25 a month but you get what you pay for.

What about help getting your website started? Or help marketing? Or included free software?

There are a lot of questions out there.

I recommend it to all my customers and have never had a problem with them.  They are always on or near the top of best web hosting reviews.  i do not recommend the free hosting companies because they either put pop ups or ads on your site or offer low bandwidth so if you have to many visitors your site will shut down.  Or they offer limited space.
