Where can I find a gas powered scooter that doesn't exceed 15 mph?

Question

In order for the scooter to be leagle for me to drive (I don't have my driver's liscense), I need a "foot scooter" which has to have wheels 10 in or less in diameter, and doesn't exceed 15mph. Also, I don't think that an electric one would work well, because the ones I have looked at only last 45 minutes on one batterie charge (so a gas powered one would go much farther than an electric one). Are there any websites that sell a scooters that would work if my price range is under $200???
