Rincon de Guayabitos and La Peñita de Jaltemba are awesome beach towns close to Puerto Vallarta. Super-safe, with drop-dead gorgeous beaches (and people), and extremely affordable (for $500 bucks a month you get a real cool rental right on the beach).

Of course, Puerto Vallarta is extremely beautiful and it has many entertainment centers in addition to the beach (jungle tours with extreme sports, dozens of night clubs with the latest and greatest sound and light systems, art galleries and top-notch restaurants), and it's still very affordable compared to US costs, but Rincon and La Peñita are superb economical alternatives -if a little in the tranquil side.
