Where can I find a listing of the best public universities in the U.S?

William & Mary are the top

But really, since you can only be a resident of one state, it usually makes no sense to apply to those outside of your state. Out of state tuition is almost as much at any of these as at a top privates yet most offer little financial aid to out of state students.

US News ranks schools.  They clearly label which are public.

Berkeley is the top public university

The Princeton Review has hundreds of lists on colleges. Just google Princeton Review.
