  4. I've only seen one... it used a bin containing ice, and a fan.

    It was at Fry's here in California.  I doubt it worked as well as something that actively pumps heat out of the room.

    But all others *must* do something with the heat that is removed from the room, and they must vent it somewhere... out the window, out a dryer vent, somewhere.  I once vented one into the drop ceiling space in an office, but after a few hrs, this appeared to stop working as some of the hot air leaking back down via the ceiling tiles.

There many types of air conditioners.  Above you can see references to an evaporative cooler (we call swamp coolers) that use evaporating water to cool the air which is then blown around by a fan.  They have the disadvantage of raising the humidity and so are generally only used in very dry climates.  Another reference above is to what is called a "Split unit".  These have an evaporator (the cool air part) hung on a wall with only piping going through the wall to the condensing unit outside.  These units can be very efficient (20+seer ratings) but the installation is complex and most often requires an HVAC tech and the associated cost.  They would hardly be considered portable.  Most "window" units can instead be installed in a wall, but again this is even less portable than putting it through the window.  

    There is a type of air conditioner that sits on wheels and has a pipe ( 5"dia.) for venting purposes.  I was recently given the job of putting a hole through a wall to install a permanent vent hole for this AC which is meant to be removed in the winter.  Any store that sells appliances should be able to help you.
