Where can I find average commercial construction rates?

Question

This would include all phases of development, from infrastructure (e.g., wells and septic) to physical building. Location would be fairly rural (30-60 minutes from mid-largish town). I know different locales in the U.S. are different, but averages are fine.

Yep, well, you can go to your state insurance commissioner's office, and look at all the rates for all the classes from all the companies.  But there aren't any "average rates".   No one complies all that massive amount of data.  

Construction has hundreds of different class codes, and lots of minimum premiums.  Many carriers won't write a lot of the class codes.

You're going to HAVE to shop this out with a few independent agents, and average the rates for YOUR class codes, yourself.  When you're shopping, don't forget to specifically request the RATE along with the premium.
