I am trying to find some good life skills classed for a 16yr old female. I am specifically interested in child care and cooking classes in Richmond, CA.

Try her high school. Many offer vocational classes with these sorts of skills.

try your local ymca, ywca or hospital.  many have childcare, babysitting, cpr, first aid, aed classes.  as for cooking, try your local large grocery stores that have restaurants.  many times they have cooking schools/classes for kids.  you can also take nutrition courses through the ymca, ywca or hospitals.
