Where can I find detailed explanations of the NC Star Ratings for daycares?

I would like to report a daycare that I believe is not worthy of their star rating. In order to check myself, I would like a detailed explanation of the star ratings in NC. I have checked the state's official website, but found only summaries of the regulations, not detailed explanations. Is there any other place that would have this information?

I'm not sure if this is the detail level you are looking for.  I've included the link to the overview, which you probably already saw, plus a sample license and the FAQ.  I hope that is what you were looking for and not just a copy of what you've already seen.  I have not seen anything anymore detailed.
