Where can I find info on MHSM or taxes on paint cans in Toronto?

Hi,

I just bought a can of paint at Walmart for about $26.94. They charged me an additional 0.36 under the description of MHSM. They told me the city is charging this recently to because people keep dumping paint cans with their regular garbage. Can anybody help me find more information on this? I know it is not a lot of money, but if the guy can't even tell me what it stands for, I like to know. Thank you.
