A; local building department at the County level, and any deed or title cc&r details.

Not a statewide authority, despite the UBC adoption.

Any permanent residential structure anchored to the earth will need a permit, or be subject to the consequences.

i would start in several places

first the companies of housing like Pacific Domes- ask Them where they have had good reception and where there builders have had problems.

then join groups on places like yahoo groups - groups like

the next thing to do is contact city/county zoning people on regulations in the area you are interested in. also talk to local mortgage brokers/banks for financing them as well
