  2. In the US it is handled at the county courthouse level - I believe you can do it at the justice of the piece level.  But you will have to ask in your county of residence as it will vary by state.

      If you just want to use a different name and not change it legally, you can just do it.  But if you want to accept money and deposit it in the "false" name, you will have to register the name "doing business as" also at the county court house.  For example, if you are paid as an author and you used a pseudonym and are paid in that name (usually not done that way, but could)
