Where can I find nail polish this color?

Where can I get that color at? or if anybody has that color, what brand is it and what's it called?

anywhere where they sell polish.  Your quickest and easiest bet is at walgreens, cvs, or walmart.  JC penny's sells OPI which is one of the best  long lasting nail polishes.

White is one of the easiest colors to find. It looks like a creamy white. In your basic drugstore, almost every brand will sell some color of white. NYC sells a special French Manicure line that looks like that creamy white, and Maybelline has whites, as does Wet n' Wild, Revlon, and Loreal. If you want more high end brands, try Essie, Chanel, or OPI
