Where can I find out about international airline regulations?

I'm flying home from a six-week study abroad and want to bring home a few things:

-Several bottles of liquor--exceeding the 1 liter limit/person, but I've heard the tax for going over is small

-Two packs of cigarettes (two friends who are smokers want labels in Czech)

-A regular lighter (for one of the aforementioned smokers)

I didn't have any of these things on the way over (I'm not a smoker), so I'm not sure how customs works. What do I pack in my checked luggage, and what in my carry-ons? How and where do I declare things? If anyone has experience with this or knows where to find the information, please let me know.

  1. You're fine with the smokes (put them in your carry-on), and one lighter won't be a problem (stash it in your checked luggage and don't even mention it).  As far as the liquor is concerned,  read what it says on the website below about an excess amount over the one liter limit.  And it has to go in the checked luggage.  When you fill out your customs declaration form, declare the smokes and liquor, and the agent at your port of entry will tell you what you have to pay on the liquor.
