The link below is a good jumping off point to help you get some sort of national "average" for your question.

The trouble is, you are looking at trying to put a number to a factor that has a stunning amount of variables.  Obviously a middle school in Southern California has little to no heating costs compared to a school of the same size in Northern Michigan.  Size, location, design, etc. are all factors that will have significantly different variables -- thus making any "average" cost factor nearly meaningless.
