Where can I find regulation on vehicle design and manufacturing?

Question

I want to make a homemade vehicle from some old cars I have but I need to know what federal regulations exist for such a project. What set of rules do car manufacturers use? Where can I go to find information like the required height of headlights or requirements regarding dash instrumentation? I am looking for Federally mandated regulations only.
