Cafe Divan is probably the best Turkish / Kabob place in DC.  It is on WIsconsin and S.  There is also Levantes on 20th just South of Dupont Circle.  

As for a particular Afghan I don't know of any.  There is a Pakistani place on the Hill on Independence but that is as close as I can think of.
