Where can I find the law that states it's not illegal for side mount license plates in michagan?

I don't think you will find anything that states it is not illegal but instead will find a law that says the plates must be displayed on the front or on the rear or on both front and rear.  I have never heard of "side mount license plates"

Side mounts? What purpose would that serve?

By the way, it's Michigan.
