Where can I find the warmest water at a beach?

I have been to Florida and California and the water is warm but not REALLY warm. I want a beach with warm current right up to the sand. Where can I find a place with real warm water, right on the beach?

Plus you can get a decent room on the beach for around $30 a night and it's not an expensive vacation spot.

Amongst the islands of Indonesia and especially the Nicobar islands north of Sumatra.  The islands block major currents and the water heats up being close to the equator.

No reason to go to any other country for this.

Here in the Florida panhandle, the gulf is about 85-90 F in the heat of summer. The sand is sugar and the beaches are uncrowded. The hotels/houses are cheap as well.

Hawaii has warm water if you go in some of the coves, if you want something more exotic.
