My sister lives and works in the U.S. for 23 years and is a U.S. Citizen and we 3 brods. & 3 sisters here in the Philippines were petitioned by her last April,1989(18 years).

We check the priority dates now it will take another 7 yrs. to be 25 years.To add on,our deceased father who was a US VETERANS member(we learned that for those Deceased WAR veterans the Waiting period is only 10 years?)

Is there any EXPRESS LANE to have our PETITION be given to us?

The Immigration Act of 1990 allows World War II veterans who are Philippine nationals to be naturalized as U.S. citizens.  Had he done that, your father could have then petitioned for his children and the wait would have been far shorter than you are experiencing.  However, since your father died without taking advantage of this provision, your sister's petition is the only viable way for you to immigrate to the US.
