Where can I found out more about New Jersey's newly proposed healthcare plan?

On March 17th New Jersey legislators proposed a plan that would require all residents to have health insurance within the next three years. Where can I find the formal proposal, and any other articles and information about it?

If it were proposed by the legislature, the general assembly would have posted it to their website.  Maybe there?
