STC ( Saudi Tourism) have a counter at almost all airports and they have the latest maps too. There counters are in the arrival section.

Jarir is the best,, but any reputable book store should have one... (but remember.. We saudi's arent up on map making like the west is).. you probably will soon find that any map printed is at least 2 years old and every single day up pops a new street... just try your luck....

as others said maps are found in bookstores (jarir, tihama and obaeikan), in airports and online (alnokhba and ofcourse google earth)...there are plenty of books, sites and blogs for different interests (diving, shopping, art galleries, off the road trips around jeddah...etc) so look them up or ask about them in book stores and search robots. good luck and welcome to my city

If you are already in Saudi Arabia, then you can go to Jarir Bookstore. They have lots of maps and guide books for Saudi Arabia.
