  3. you may be able to get one with a valid work visa but im not sure,  and if you dont have a visa you need to get here legaly

If you are not a US citizen, but are in the country legally, you should check with your local DMV for their requirements.  In NY, you would need to go to the Social Security Administration and get a letter from them stating that you are ineligible for a social security number.  You'd then present that along with your passport/ immigration documentation and other ID and apply for a learner's permit.

  8. You don't need a social security number to get a license.  You DO need to prove that you are in the country, legally.  Passport and visa WILL be required, if you have no social security number.

    If you're not here legally, you can't get a driver's license any more.
