At 13 your options are really limited.

Most states don't allow you to be employed except as help in a family business.

Some ideas:

Deliver newspapers

Mow lawns/weed gardens

Babysit

Clean houses

Lemonade stand

baby sitting, dog walking, house sitting, ask your mom and dad if theres any odd jobs you can do around the house.
