Where can I get a tattoo design?

Question

I know it's a pretty basic question, the answer probably being, "from the artist" but I never had any reason to get something that would be on my body forever. I always figured, if something came up that meant enough, I'd get the tat. Well, something has come up but I have no idea how to get my idea into a tat design. Should I just go to an artist and tell him/her my thoughts and see how they can incorporate it?
