Where can I get an m80?

Our sewer line is clogged in our parking lot at work. Every time it rains heavy, we lose about 8 parking places for a couple of weeks. Our landlord says it's the cities problem and the city says it's the landlords problem. I think an m80 with 10 second waterproof wick is the solution. If it doesn't work, it will be cool to see what happens. Yeah I know there illegal especially in Michigan. A paypal account will be required for purchase

I think they're illegal in all USA.  Maybe take a trip to Mexico?  

I doubt it'd do anything for you though, the problem is probably that your cistern is filled with sand or debris.  Call in a vacuum truck to clean it out. I agree with the city that it's the landlord's problem.
