  1. Photocopy the documents yourself, then take them to a Justice of the Peace and get them to certify as follows:

Original sighted and certified by me this day (_____________)

    Name: ________________________________________...

    Occupation etc.

  2. In Australia, immigration documents can be certified by a Justice of the Peace or Commissioner for Declarations or by a person before whom a statutory declaration may be made. In the UK, I believe the same offices exist and are therefore acceptable. Migration agents registered with the Australian government can also certify copies, but you should try and stay out of their expensive, unnecessary and money grabbing clutches if possible. See a JP or similar - their services will be free of charge.

    EDIT:

Read my answer again. I mentioned Australia in passing, but my answer told you what to do in the UK. You have JPs and Commissioners there and you also have people before whom statutory declarations can be made. In the UK, there are many migration agents who are registered with the Australian government - they are able to certify copies of documents for Australian immigration purposes though I advised you not to use them because their services are not free and you shouldn't need to pay for that service.
