Where can I get food grade c02 (for my kegerator)? Specifically near Carson City or Reno, NV?

I heard that it is best to get c02 that is in stainless steel tanks, in order to prevent rust from getting in your tank and therefore drinking it.

I would not check with a bar or a distributor of beer...thats not their business.  Two places I would look... First, gas supply stores. Second, a hydro store or grow store (atleast in Cali).  Airgas is a large gas supply chain that is close to you.  They have a location in Sparks, NV 89431 and Carson City, NV 89706. I have used them at five locations in two states and always found them very nice and helpful.  Just go in tell them what it is you need.  They will take a deposit on a steel or aluminum tank. Then you will only need to bring the tank back when empty and exchange it for a full one.  Around $25-35.  Its real simple!!! good luck!
